I would suggest using Submunition Packs as a model for mines:

The Submunition Pack rules are altered so that the more powerful effects are
against larger ships

(NB the range of the mine is still 3")

The Mine affects the different classes of ships as follows:

3D6         Capitals        Â

2D6Â Â Â Â Â Â Â Â Cruisers

1D6Â Â Â Â Â Â Â Â Escorts

4,5 = 1 Damage, 6 = 2 Damage. Screens have no effect

I've used this to great effect in running scenarios with players who know the
effects of mines and don't think too much of them. This scares them. They can
no longer soak up mines with their battleships.
