when to scan

OK. Here's a simple question. When does scanning of ships take place in the
sequence of play? I know that for an active scan, you record that you're going
to do an active scan when movement orders are written. But does the scan take
place before or after ships move?

Completely off-the-cuff, I'd say the scan happens after all movement is
completed, but as always feel free to change this if you prefer!
