But as for what determines skirmish scale:

And The American Heritage Dictionary - Second College Edition:

A minor encounter in war between small bodies of troops, often as part of
larger movements.

"minor" "small bodies of troops" "incidental to" or "part of" the "larger
movements"

Seems pretty open to interpetation to me.

Is a Platoon moving up in flank support of an operation by Battalion or above
and engages enemy forces a skirmish? Does skirmish require 1:1 basing? Is an
ambush of an advance armor unit in a deliberate assault a skirmish? I think
the predisposition of the person being asked "What is a 'skirmish' battle?'
might determine the answer to those questions more than an objective
measurement. When you cross from skirmish to tactical depends on era, genre
and, mostly, what you think it means.
