In an attempt to have some topicality, does anyone have any suggestions as to
what would need to be fixed to make the DS point system work? Also, any
suggestions what a UNSC battalion TOE would look like? What is the official
UNSC mission alyways?

IIRC, the Roman discovery that the Parthians could use horse archers
effectively cost them an Emperor.

Well, the first major defeat of Romans by Parthians was Crassus, which was
late Republic. There were Roman victories against Armenian cataphracts and
horse archers before Crassus (Lucullus), and victories against Parthians soon
after Crassus (Labienus). Roman "discovery" of
horse archery (Parthian or otherwise) pre-dates the imperial period.

The major defeat at the hands of the Parthians came under the command of M.
Licinius Crassus in 54 BC. The first Princeps was Gaius Julius Caesar
Octavianus Augustus, who did not acquire that position until 32 BC.
