Can that also be a general reference to a nation's size?

Or will that be something else like Major/Minor/Smallfry, ect.

No. Let's keep this as general tech level. "Size" could mean "number of
planets" or "number of star systems" or "population" or some other things, and
"larger" in any of those doesn't necessarily mean "higher tech" (eg UK vs
India). In fact, I'd rather have the Tier 1 powers have fewer planets and
lower populations than Tier 2.
