When exactly do ramming attempts and boarding actions take place during the
turn? Once a ship is captured, how soon are its systems put under control of
the capturing player? I'd presume the Drive is controlled first, but how long
would it take to get control of the weapons systems?

Either at the end of the movement phase or during the combat phase. The only
restrictions stated in the rules apply at the end of the movement phase.
Choose whichever you like.

My suggestion is that unless you happen to have a lot of surplus crew (not
marines!) on your ships, your prize crew won't be big enough to
man the weapons of the captured vessel - if it was, your own ship would
be
mostly stripped of its crew! Call it 2-3 turns (half an hour or so,
using
15-minute turns) to get the engines under control.
If the ship is built by another race than your own, I doubt if you'd be able
to bring even the engines under control within the scope of the
game -
controls made for tentacles won't work too well with pincers <g>

By the same token, you never know what type of counter-measures were
installed on the computers to prevent operation when a ship's captured and
they don't know the proper start up sequences. The liklihood of getting the
engines online is better than getting the weapons online. Then again, its all
moot if the ship is captured intact during a boarding raid and the GM rules
that the Ship's captain hasn't had time to deactivate the ship.
