Woodland Scenics bushes or Bump Chenille (Pipe cleaners that vary in width,
cut into section the look like Pine).

You could take the advice of the DS2 rulebook and try the aquarium section of
a pet shop. I bought some plants about 60mm tall labelled as 'grass mat' which
come in packs of 25 for £3 (roughly US$4.50), although the computerised
pricing system at the store I bought them from was playing up and only charged
me 97 pence per pack first time round (they'd fixed it when I went back the
next day for more..). For a total outlay of £5 I have 75 plants which, when
based on 2p coins, will be ideal for large DS2 trees, good sized 15mm ones or
even, at a pinch, small 25mm trees.

Are you sure you want to go with a hex-based system? I know it looks
great. A few months ago I got a sample from TSS from their hex300(300mm)
system, and it is beautifull stuff with lots of options. However it takes a
lot of puzzling to set up a table so in the end we decided
to replace our battered club terrain with TSS's 2-foot square system
with additional sets of hills. It won't look as great, but it is a lot easier
to set up, and the additional boxes of felt, iceland moss and trees will help
a lot to cover any regular features of the tiles.

I really like the Woodland Scenics packages. trees from 3/4" to 8" tall
in evergreen and decidious (SP?) varieties. the package comes with a
semi-soft plastic (you bend the branches the way you like), bases, a
couple of flocking colors. I also glue a fender washer under the base for
weight
and to stick in my magnetic sheet-lined boxes. depending on size, each
package makes about 20-40 trees and costs about $16.

You can buy Bumpy Chenille at any craft store, in packs of 12 one-foot
strips for a buck - Canadian, at that. (65 cents US, something stupid in
UK pence...) Based singly or in pairs on pennies, I've got a good, cheap
bag'o'trees for an evenings work.

We use felt patches for forest areas as well, with two or three trees per area
just to remind us that they're forests. Big tree stands look great, but
they're fragile and hard to game with...

12 feet of bump chenille makes a load of one-inch-1.5-inch trees!

I use roofing nails of two different sizes and Woodland Scenics clumps
or lichen--invert the nail, paint it brown (or grey), then glue a green
clump of the appropriate shape on top. Very cheap large trees for
1/285, small trees for 15mm, or topiary for 25mm. And they discourage
folks stepping on the playing area, too! What a bargain.

Couldn't you just put the playing area on a table? If it already is, I suggest
less beer and perhaps a different music selection...

I use Z-gauge (1/220) model railway trees. You can get bags of 100
Firtrees
