HOWEVER, just about every campaign system I've worked on assumes the same, and
in fact, space 'is fine if that's what those fellows want to
play with, but if they ever harm non-combatants, *I* will be threatened,
and want them hunted down like dogs.' I realize a heck of a lot of current
events say otherwise, but...

That's a discussion for laters.
