Thought for Beth

Beth, wouldn't it be more productive (re crew or admiral quality) to ask
something like:

What percentage of crew (admiral, whatever) would you assign to each level for
each nation?

Ie
Crew....
Country    Rating
            1    2    3    4    5
NAC	   05	10   50   20   15
NSL	   10	10   60   20   10
ESU	   15	15   60   07   03

etc....

Then you could just see what the "composite" feeling was for the relative
merits and come up with a "mean" set of values for crew qualities.

Do this for crews, captains and admirals and you've covered the spectrum.
