"Speed is Life"-- was scratch NSL task force

> Anyone know where the "Speed is life" quote came from?

Some British admiral said either "speed is life" or "speed is armor" with
reference to battlecruisers. My memory is muttering "David Fisher" but it
doesn't sound very sure of itself; read up on Jutland and I imagine you'll
find it. Need I point out that this admiral was wrong?
