Instead of affecting a firing solution, affect the opponent's initiative

instead. If a ship were EW capable, it could try and jam fleet comms,
resulting in a negative to opponent's initiative roll. With simultaneous

movement, this isn't very important unless you are the crew of a Lancer
attempting to sub-munition a DN. Then if you do get to fire first and
the dice are good to you, you won't have been vaporized in vain. EW could be a
good thing for some, though effects that interfere with the player vis the
ships can cause anorak chafing. EW could be an opposed roll between fleets
with modifier for quality of system installed (you would have to come up with
a fleet average). At
single-ship level, it would have too much room for argument.
