check out page 43 of the SG rule book:
"An attacking unit has a Terror Effect if it contains either weapons or
troops that instil great fear into their opposition - this includes
FLAME/INCENDARY weapons, units with reputations for especially vicious
hand-to-hand combat (eg: screaming Gurkhas brandishing sharp implements)
and spiky acid-dripping alien thingies - or even units with
psychological weapons such as bagpipes..."
Etc.
The actual effect of a "Terror Effect" is discussed in the "initiating close
assault" section on page 41.

Does that mean you're ok with it since Jon thinks Bagpipes _will_

Naw, I sill don't think bagpipes would generally get the bonus. But in
specefic scenario's they could (e.g. out of the mist comes this eery noise...
As opposed to 'across the parking lot comes rushing a bunch of guys, one of
whom is playing a bagpipe';)

Hmm, I dunno, if you were just getting out of your car and a bunch of blokes
with guns and a bagpipes came running across the parking lot, wouldn't you be
a bit scared?
I'd personally start jumping up and down, but then I like bagpipes and am not
so much of a sassanach (I'm part scots as many 'mericuns
are).

I think it has more to do with the implication of what's around those
bagpipes. The reason bagpipes gave deliterious morale effects had everything
to do with the troops associated with them.
Give my favourite comedian's favourite regiment, The Queen's Own Deserters (no
one knows what they look like, as they are always seen from behind heading
over the horizon) a set of bagpipes, and you may end up improving enemy
morale. :-)

Agreed.
Highlanders, Ghurkas, Dorsai, Saudakar, Fremen... the terror is from the
reputation of what they are facing. Bagpipes, unique uniforms, etc. are just a
means of announcing that fact.
On the other hand, if the unit reputation has not made it to the planet (or is
discounted), the effect will not be present ("The Mad Harlequins?!?! I ain't
afraid o' no clowns"). It might even handycap the unit with the reputation as
they may unconsiously expect the
opposition to fear them ("This is the part when you run away --
Shrek).

In any protracted engagement, I'd bet the reputation would quickly become
known. All it takes is one guy that speculates based on what his great great
grandfather said, and then a bit of proof on the battle field, and the secret
is out.
