SG: Regrouping Qs

Is regrouping considered an action or a freebie. For example, can a unit move
twice to get into unit integrity with the unit it wants to combine with and
then immediately regroup?

If there is more than one chain of command (eg two platoons,) can units
subordinate to different leaders regroup together?
