The Islamic Fed regular troops tend to be quite aggressive when everything is
going well ("quite" meaning "unreasonably") When things
start coming unstuck, however, their morale gets fragile--they don't
want to be the firsat unit to fade away from the battlefield but they
especially don't want to be the last.
Suggestions on how to simulate this in SG?

My 2 cents worth:
If units fail there first CONF check drop their Rating to Green only for
Morale purposes. Combat, Comms etc remains as at start of game.

I'd probably add an additional threat level modifier to their confidence
levels once they drop below say shaken or something.

Start with high mission motivation ALWAYS (even if it's just a simple patrol).
But after they fail their first confidence check, drop to low mission
motivation.
