Sensors & NSL vs Kra'Vak

I like the idea of one ship in a fleet 'going hot' so we might have dedicated
sensor ships (like a crusiser sized AWACS) with top line sensors, lots of
PDAFs and a good turn of speed.

This seems to lead towards 'racial' modifiers eg. NSL +1, NAC, -, ESU -
1... which I don't like, especially as +/-1 in a d6 system is a huge
modifier. Maybe we should steal the FMA system, but that goes against the
grain.
