I thought the Kzin were more dependent on drones than fighters; Hydrans more
so on fighters, but not overwhelmingly. Certainly seemed to be Cole's point of
view from what I've read. A big YMMV, of course.

I seem to recall in TNG time frame that fighters were mentioned mainly in
Wesley's disgrace at academy (or were they referred to as shuttles?). The
smallest ships I noticed at the assault on Tarok Noir(sp?) were the same
design as the Maquis ship in the beginning of Voyager, and I think the Jem
Ha'dar ships were even referred to as 'fighters'. Scout-Corvette sounds
right.

I prefer toned-down, or very expensive, fighters or any kind of missles,
but most of my FT-ing tends toward slow, and my 'vision' is more toward
black-iron navies.

The Dominion War Sourcebook explicitly mentions fighters, that's on
TrekRPG.net. It's supported by pdf's of the ship combat games.
