While you are all debating the best scale, realize it could be worth. On another list I am on there is a flame war occurring over counters versus minis.

It showed a GHQ tank (1/285 scale) against a stack of counters. It made some mention of the counters being easily blown around by wind. They were, of course, fighting against board games, not necessarily against the use of counters instead of miniatures. I think the counters versus miniatures thing usually involves those who like miniatures games for the aesthetics versus those who just like miniatures games for the way miniatures games work. I don't see the sense in fighting. Miniatures will almost always look better, but if you can't afford miniatures, are a slow painter, or just not a good painter, I don't see the problem using counters. Or Micro Machines ships. Or blocks of wood. Or kitchen utensils, etc.

Dean Bedlington of Olympian Games http://olympian-games.freeyellow.com/superior_elements.html does this, primarily for DBA/DBM/Chipco although I'm sure he'd be happy to do whatever other base size you'd want. I got some Syrian and Early Crusaders a couple of years ago, when I had a DBM opponent. I told him who I wanted as generals (eg Imad ed Din Zenghi, Joscelin of Edessa etc), he did all the rest of the research and graphics. It's not $2-3 per army, but they look good--not as good as full dress minis but they're easy to store, you never
