Ruling on Activation by command units

Subject: Ruling on Activation by command units

I know we just finished discussing this but I can't find the email I'm looking
for.

A command unit can activate a subordinate at anytime, if the commande unit
activates a subordinate *before* its own activation, does that unit keep its
normal activation after it finishes the command initiated activation?
