Now *that* is interesting. It would explain a very small minority of the
population of the OU. A lot of whom on Earth live in undersea habitats, and

Again interesting. One of the mainstays of the OU's defences before the
Universal Vaccine was the threat of retaliatory BioWar (according to the
Secret History). Genetic Manipulators R Us. It was the invention of this great
boon to humanity that allowed the Indonesian Commonwealth to strike without
warning or fear of reprisal. Were the Pantropist Geneticists mainly from the
OU? Did the OU take them in after the pogrom?

It looks to me like the OU is secretly controlled by the Illuminati through
their Pantropist agents, rather than directly (as all other powers are).
Because the OU has for many decades taken a
more-than-casual interest in such places.

Now I *know* they've infiltrated the OU, because this is the form of warfare
that is the OU's trademark. They do property damage to
out-of-the-way large industrial complexes rather than massacring small
colonies though - the idea is to cause maximum pain to the hip-pocket
nerve, with minimum opportunities for enemy propaganda. Then again, the
facilities they hit are the ones that have the most environmental impact...

Sounds like they should be using ships that are merchies one week, fully
functional fleet ships the next. Modular ships if you will. Now which minor
power do we know produces these?

I'd like to leave the question open of how far the infiltration of the OU by
the Pantropists has gone. But overwhelming evidence is there.

The only remaining question is, is the OU covertly allied with the
Pantropists, are they actually the Pantropists Secret Masters, or are they the
Pantropists unwitting Vassals?

It also describes the Texaco Free Tade Zone's modus operandi, but that's just
because they are small, weak, and, for the most part, too stupid to accomplish
anything larger. Oh, sure, you can argue if they're so stupid, they'd try.
Well, they're dedicated, not suicidal. And, the stupidity includes a certain
lack of the 'vision' thing.

Also, given their 'corporate citizenship' history, trust me, NO group with
even eco-theory leanings would touch this bunch with a ten-foot energy
lance.

Now, if you were suggesting that the Pantropists were receiving Iluminati
support...

Wait, who are...

The big write up was going to note that the PE produced just enough merpeople
to form the basis of a viable population, but no one is really sure what
happened to those children after they were taken in protective custody....

(An underwater SGII/FMA game would be really interesting, wouldn't it?)

I don't think that the PE are anywhere near organized enough to have vassals.
Of course, that may well just be a facade....

If nothing else, this could certainly make the PE more viable for gaming
purposes. Very Special Forces for the OU!

Talking about Very Special Forces...

It's already been stated that some Tursiops Truncatus are 1st-class OU
citizens. Most can't be bothered passing the literacy and numeracy tests
though, they don't think it's that important.
And most aren't that smart anyway, gene-mod Chimps are way ahead of them
on average. "Phins just want to have Phun", though they do appreciate the help
in childbirth and the
anti-parasite medication. There are a number of cetacean 2nd-class
citizens employed as jackeroos
on the fish farms on Earth, and elsewhere, and a few cetacean 3rd-class
(the labour laws stopping
the exploitation of young human children and other 3rd-class citizens
are a bureaucratic nightmare, or there'd be a lot more.)

I can see non-OU Slavers kidnapping 3rd-class citizens to exploit/clone
as "smarter than robot" underwater labour. Especially as the Phins would
probably have a Whale of a time, would willingly
