The same sort of grey area surrounds out of print rules and such, if you were to OCR such a rule set, it is 'unlikely' you would be pursued legally especially if you keep a low profile and don't try to profit from it. For example the old FASA TCS rules are now available as a PDF file. Most of us don't think twice about taping a TV show or CD for our own use, though the 'law' may say its a copyright infringement and no different in its eyes from copying computer programs, miniature or rules.
