The actual way of doing this, by transferring actions, is explained on page 17 and 18. As to an earlier question, according to the rules you can combine two squads. They get the higher of the two leadership values, the quality of the largest oft the two groups being combined, and an average of the confidence levels. Note that this is WAY open to abuse. You can easily, for instance, put some squads safely in cover and reorganize them so that they go up in quality. It woudl be pretty easy to do, if a scenario didn't have some sort of time limit. As a referee, I'd never allow it. I've never seen it done, either. Another issue is what happens if 3 squads that have taken casualties combine. Say you had a single Regular 1 with 2 figures left, a Veteran 2 unit with 3 figures left, and a Green 3 unit with 4 figures left. The order these are combined makes a big difference. - If you combine the Green 3 with the Veteran 2, you end up with a Green 2 with 7 figures (there are more Green troops, but the Veteran has the higher leadership). If you then combine it with the Regular 1 you get a Green 1 with 9 figures. - If you combine the Regular 1 with the Veteran 2, you get a Veteran 1 with 5 figures. If you combine it with the Green 3, you get a Veteran 1 with 9 figures. I've never seen this done in a game (usually you're too busy trying to complete the scenario). It is allowed by the rules, though. As a referee, I'd probably step in and make the unit a Regular 1 (half way between Green and Veteran). This falls under the "play the game, not the rules" philosophy of the game. Another thing you could do is take the leadership of the unit with the greatest quality, on the assumption that a leader leading veterans has higher seniority than a leader leading greens. This is not in the rules, though, and is only a suggested house rule.
