Back in my Arty days (late 80s) we shot some *really* old stuff that
fell on the outside of your 20-30 year period (late 40s and early 50s).
Normally the powder wasn't that old but we used some pretty crappy stuff that
left the barrel looking like a lint trap.

Of course we weren't in combat so perhaps that's how they decide to "destroy"
the stuff. Use it in training.;)
