well, how about a nice planet with low population (say 10-15 million)
and very high tech, a world that uses the dear departed for miitary manpower?
or an alien race that does this?

i think there are at least 2-3 HOLLY - WEIRD movies around now that use
these necromorphs, and at least 2 gaming systems.
true these guys get a bit yucky with actual deployments, and tend to attract
insect life, too, but if the user was willing to spend on preservatives, micro
computers, and etc, there would not be a need for many "living soldiers".
i am working on springing my WZ necro- morph soldiers on some
unsuspecting souls soon in a ZOMBIES IN SPACE! game.
of course, evil high tech aliens are responsible for this....

WWI adventure module has members of the American "Lost Battalion" come across
dead German soldiers that become reanimated in the climactic part of the
adventure.
I remember reading a story in the _Year's Best Science Fiction (1979)_
about reanimated corpses being used for everything from "slave" labour to
prostitution.

Those weren't killed, exactly, just "mindwiped" IIRC. And there was
another story--Niven?--about the zombies who were animated by plants,
which sprouted when the sun came up.

I'm not too impressed with Pinnacle's figures, unfortunately. While they look
nice, they tend to be on the big size (bigger than typical 28mm). Worse, they
tend to be really expensive.
However, I will look for them. The Beast suggests just getting some German
troops and doctoring them. That might work, too, depending on the range of
figures.
In the Starguard rules there was one force that used robots and necromorphs to
create it's "army". The bigest advantage was that you could freeze (like in
liquid nitrogen) your necromorphs when you didn't need them. The officiers
were all living and
the necromorphs would stop (1 to 6 turns) if command was lost.
Silly me I got some of the robots but went with an amphibian force called the
Nektons. It seemed to me if you had robots what did you need to animate the
dead for?
For necromorphs, I would just cheat. Get whatever figures you like best to fit
the bill and just paint them a very, very pale flesh color or a ghoulish
greyish/greenish tinged flesh color. Use your worst eye painting
technique so you can have those huge staring eyes and you're all set.
