The shoulder launcher with 3 loads is the same/different from the
GMS(P) listed at the end of the NAC range?
I don't have all NAC figures, and I am trying tofill in some blanks in the
list of available NAC weapons.

If it's not a single shot IAVR, it will be a 2/3/4 shot GMS(P). Just
use the stats given in the book or assign stats that are acceptable to your
opponents.
The number of barrels (for most players) equals how many shots it can take for
the game (unless you have specifically assigned extra ammo to the rest of the
squad). For my Dingo PA squad, I assign cargo space for 2 DFFG reloads for the
squad heavy weapon (under a slight modification of Steve Pugh's Power Armor
Design
System) and do the same for my 2-shot Harlequin GMS/L Air Defence teams
(2
launchers/6 men = 12 rounds total). A re-org action is required to
break out the extra ammo.

Do you mean are the weapons on the SG-12A and SG-40B miniatures the
same?
Based on what I can recall seeing on the GZG stand at shows, yes they are, but
I don't actually own a NAC force so I may be wrong.
