Actually, its not as hard as you may think. 1 MU= 1 hex

              A
      11     12      1
         +****+****+
F * * B
   10  +             +2
* *
  9  +        +        + 3
* *
     8 +             + 4
E * * C
         +****+***+
       7      6      5
              D
If you treat each '+' as half of a movement step, someone who starts
facing 12 centre of the hex, turns 1 facing to 1 o'clock and move 1 MU forward
would move one step to the + at 1, and a second step to the 10 '+' oh
hex B. Not exact, but close enough. Vector movement would work the same way.

If this is too much complication, then just use the a-f durectional
movement and halve the thrust available for turning (with a minimum of 1 face
turned).
