Someone the other day was indicating they didn't allow the cheesy move of
shooting then throwing smoke to prevent counterfire. I can see one way to do
this for sure... call smoke laying a firing action. Unit is allowed 1 per
activation. Either you smoke or you shoot... not both.
Mind you, overwatch and snap fire both help solve this.
Actually, this is the way it is described in the rules on p. 44 of DS2. "A
vehicle may decide to fire its smoke discharges during any activation, in
place of a Combat Action (the vehicle may NOT fire a weapon as well)..."

You could limit each squad to 2 uses of smoke for the battle. They run out of
smoke grenades after that.
