In the fleet book rules non-FTL ships carried on larger ones require
1.5x their mass, eg your mass-12 ships would require mass-18 space on
the carrier.
Can you have in FT a carrier that actually launches smaller ships.
i.e. if I have a couple of mass 12 ships can I use up 12 mass of the carrier
per ship and launch them in battle? This way I can save on FTL drives. I know
there are rules for tenders but I'm thinking of a carrier with 4 fighter
groups and say 2 scout ships.

Yes, tenders. It is difficult to make them carry many fighters if you use the
FTII rules, though.
In the FTFB design rules, a hangar bay for *anything* uses up 1.5 times the
Mass of the *anything* carried inside said bay. However, it is better to build
the ship as a Tug instead...
Jon, for FTIII we need to take a closer look on the Tug/Tender problem,
since as the rules stand now I can't see any real reason to build tenders
- tugs are a *lot* more efficient both Mass- and cost-wise :-(

Traveller called these Battle Riders and their Tenders. But unfortunately in
the FT setting, FTL engines aren't anywhere near as big a hit so it isn't near
the advantage....
