right now the box tells me that i am on a forbidden list - refuse to
allow access.
is there a reason for this?

They switched servers at the beginning of September, so you may have hit it
when they were making the switch, I suppose. I use it as my home page when
opening IE, and I've never noticed any problem. The only thing that occurs to
me is maybe Dawg's browser doesn't handle
the tilde (in http://home.quixnet.net/~deboe/ , but the tilde isn't
necessary), or perhaps includes a www that really shouldn't be there?

Dawg, you are using http://HOME.quixnet.net/deboe, aren't you?
Leaving out the "home" will get you a 403 error ("You don't have
permission to access /~deboe/ on this server")
WebTV doesn't supports lots of stuff.

That's the webTV version of a 403 error, for what it's worth. WebTV doesn't
always handle redirections cleanly, so it's worth ensuring the URL is exactly
as specified (including trailing slash).
