In defense of Stormtroopers

Stormtroopers get a bad rep because they are always shooting at major
characters. It's difficult to overcome the plot device disadvantage.

Historically, the Nazis suffered similar problems with troop quality in
movies, with a few notable exceptions, until Saving Private Ryan (they were,
however, capable of deadly accurate anti-heros-best-buddy fire).

Works the same with SOF and perimeter guards. Highly trained/motivated
type
versus the cooks/clerks/REMFs.  Jedi become even scarier.
