Vehicles should be able to bring main weapons to bear on each other in the
cities, albeit with some difficulty, and infantry should be VERY deadly
against Vehicles in cities - say all IAVR attacks within cities hit the
sides, and due to the enclosed spaces and difficulties with interference from
buildings etc., APFC's should not function as well, or at all, inside an urban
zone.
