You forgot the crucial rule.
Any time an IJN ship receives damage which would destroy it, it is allowed to
make a "cinematic save" roll. If successful, the ship miraculously survives
the damage, and is able to fire its strongest weapon regardless of damage,
power or other factors. If the roll is unsuccessful, the IJN player rolls
again.
