A method for technological levels:. One way to provide for lower and higher
tech levels might be to play with the mass a system requires at a given tech
level with older systems being more massive for the same result and newer
systems being less massive. To maintain play balance charge more points per
mass for newer systems.

With this as a given at what size would stike boats become heavy fighters and
could one make FTL fighters.
