I'm going to have to echo Buji on this one. Jovian Chronicles is a very
realistic and well-researched RPG (Mark Vezina supplies an excellent
source list in the Jovian Chronicles rule book). The art work is obviously
anime-inspired, but the game can be deadly serious when run at the
Gritty Reality Distortion Level. No FTL, no aliens, no artificial gravity.
It's a
bit like 2001 if you overlook the giant robot Exo-Armors. :)
The Dream Pod 9 website has a very nice introduction to the world of Jovian
Chronicles. It's well worth checking out, IMHO.

How about FUDGE? It's a very loose system developed by Steffan O' Sullivan
(who
was heavily involved in GURPS- he use to work for Steve Jackson). It is
extremely generic and is avaible for free on the internet- it has quite
a following too.
I'm using it right now for a Space: Above and Beyond campaign which is fairly
hard sci-fi... works rather well.

Sorry, almost forgot. If you're going for REALLY near-future, with
minimal sci-fi elements, I heartily recommend MILLENIUM'S END from
Chameleon Eclectic. It is intended for mercs, agents, and special ops in the
first quarter of the next century, and has some of the nicest firearms and
close combat rules I've seen. So far, it's a little light on vehicle rules,
though.
