[gzg] Store links to beta test rules [sec=UNCLASSIFIED]

I noticed when looking for the beta UNSC rules that the only link to them is
from the bottom of the "news" page.
It could probably use a link in the "rules/downloads" section with the
phalon beta link (as could all the other "beta" rules links). Having to search
around for them took a while.
