Use the third dimension: a deep ravine, maybe some caves. How about a model of
Chaco Canyon or Canyon de Chelly?

I thought about that but I couldn't see a way to do it -- I have to be
able to build it in my condo, transport it in the back of a minivan, and the
players have to be able to both see and reach into it.
Although I may go in the other direction--as Roger said, Just Plain
Simple Grass (tm). A flat, even plain, with flocks of sheep, peacefully
grazing. You can use a flock to mask your movement form an opponent, and
they act as cover if he fires at you--but if you fire at him, the sheep
are likely to scatter from the loud noises. You can herd the sheep, using half
speed if you want to be traidtional about it, or relying on the dynamite
method that would have been pioneered a few years ago if the event had ever
happened.

I think a plain field (GeoHex) with a ravine through the middle would be good,
and the field is over a cavern system (like Cavernscape). Best of both worlds!
As for transportation, you have to go modular, and stacked terrain would add
another "layer" to the madness.

Also, Cavernscapes aren't terrifically difficult to do in foam, but IS
problematic to carry around. I'd suggest drawn on a sheet, or even using glued
on yarn or batting to indicate cave walls. Seems easy enough to roll up, then
roll out.
Haven't tried that myself, mind you.

I though about something like that for my starship interiors at theis past
years FMA Sheep, but given that this is a minis game and visual appeal and all
that, i decided against it.
I've seen a three dimensional modular cave (top open of course) that someone
built but I didn't save the URL and can't find it now.
Actually, sounds like Cavernscape. With more time, I'd offer to try cutting
some out; leave the painting to you.
The more I think about the cotton batting on sheet, with a little spray paint,
the more I think it could look rather good.
YMMV, big time.
