Another easy way to come up with conversions is to look at historical naval
battles.Wealth of material available that can be converted to FT scenarios.

One of the best ideas for a set of scenarios would be ones that could be
played just using standard beginner's fleet packs.

This would encourage newbies to the game. You might even have standard
"scenario packs" useful for reinforcements for those who already have fleets,
but which contain both a selection of ships from 2 sides, and at least one
balanced scenario using them.

With a bit of fluff - "2nd Esperance","Operation Pedestal" or "The
Hunting of Force Z", you could have a few of these.

My pesonal favourite would be based loosely on the Battle of the Java
Sea -
a cohesive set of two KV fleets vs a gaggle of UN, OU, NAC, NSL or whatever
flotillas.
