[GZG][FH] Planet types

The *old* Sa'vasku rules are great in this regard. 1 CF available each turn
per 20 mass. PF roll = industry output for the turn (mass of supplies or MCr)
Landbased shipyards can build mass=hull boxes per turn. (You'd have to
construct orbital shipyards separately.)
