Unfortunately, coming from the California school system, this is what "educators" have been preaching for quite a few years over here. Help build up a false sense of esteem, even though the kids in the class know who are smart students, average students and dummies. Don't give out grades, because it might fracture their fragile egos. As a result, the unpromotable gets promoted to the next grade and an ever increasing portion of the student population cannot read or write properly, do math, or know naything about history or geography.

Oh, so does _that_ explain the rather unremarkable performance of the Imperials in the Star Wars movies? Perhaps one of the future chapters of the story will involve an Imperial Edict to massively reform the educational system - hey, this would make a great kids' movie - have little kiddie rebels and little kiddie stormtroopers (but newly educated and thus much more dangerous) running around shooting rubber bands and the like at each other.
