This is something WE have thought about for a while.... maybe a low(er) budget
A5 rulebook in it? VICTORIAN THRUST ("Albert, we are NOT amused!!"):)

I also thought about Solar Sailed Aether Ships (Full Sail?). This, too, could
be fun. Pirates and cannon broadsides. I would write it, but know
N-0-T-H-I-N-G about sailing. The rules could be an addendum to the
Victorian Thrust/Full Steam rules if they are written in an extensible
fashion.
