That's how Vernor Vinge did it as well, with the modification that computing
the jumps requires a lot of processing power and the upper limit of machine
intelligence depends on local star density - so AI and therefore FTL
travel is
not possible in the "slowness", whereas God-like super-sentient "powers"
formed when whole species "transcend" live outside the galaxy proper...

"A Fire Upon the Deep" is really, really good. Recommend that one.
