Do the Kra'vak, Sa'Vasku and Phalons have the same Tugs and Tenders as Humans
do, or do they not use them?

This doesn't tend to matter much. Even with Oerjan's NPV modifications,
a tug+battlerider group is very rarely competitive with a group that's
intrinsically FTL-capable. If you're running a one-off game with FTLers
vs sublight ships, you need to adjust point values anyway...

In a campaign game, though, it does become important, as system defence craft
are shuttled from system to system. Although the tug should rarely if ever be
brought to combat, its existence is still vital.

So why don't the S'V get them? My game-designer justification is thus:

(1) they still have the option of building ships with large internal hangar
bays, like everyone else (this isn't an explicit ruling but seems reasonable
to me).

(2) they have the countervailing advantage of being able to "upgrade" small
ships by growing them, rather than having to build entirely new large hulls.

All this is of course dependent on campaign rules that allow it...
