Just for clarity, does tender 'tend' to be for a particular target vessel,
such as a submarine or destroyer tender, with general supplies, and other
ships toward particular functions, such at oiler and ammunition ship?

Take a peek at www.navy.mil for a listing of types of ships and such.

They have what's called the "Fast Combat Support" ship. It can carry 177000
barrels of oil, 2150 tons of ammo, and 750 tons of stores (dry and cold).

This would imply that it can service any/all surface ships in the task
force.

There is also the Sumarine Tender which is used to service attack subs.

Spoke too soon...scrolling down the list
(http://www.chinfo.navy.mil/navpalib/factfile/ffiletop.html) shows all
sorts of support craft under the "Naval Fleet Auxiliary Force." These ships
are associated with the Military Sealift Command which "operates
an average of 120 government-owned and commercial charter ships."

mission limits the amount of spare parts and armament they can carry. A Tender
would of course also carry consumables, but it's main purpose is to supply
repair facilities in the middle of nowhere. Military Supply vessels
(combination Tanker/Ammunition/Supply ships) can carry out the more
mundane task of transferring consumables underway or at anchor in the middle
of nowhere.
