I have some ideas about ship construction, and they run allong these lines. Build time is based on the size of the drives (mass of ship times thrust) and hull DP`s (making slow freighters cheaper to build than a battlewagon). Some systems are built as prefabricated components (weapons, fighters and their bays, etc), and may be built in different systems to the shipyard and shipped to said system (a reason for freighters). The maximum size of prefabricated component is the limit of the hold size of the freighters being used (makes smaller ships and freighters with their smaller drives posible as prefabricated builds, but big battlewagons as built, not assembiled, on the slips). I haven`t thought of any numbers, due to the fact of never having played a campaign, but I would see prefabricated ships being built quicker (or less time on the slips anyway), with the time taken to build these components elsewhere being taken from the time to build the ship on the slips. Just some ideas for you to work with.

Also, perhaps a discount for 'civilian hull' to represent the smaller crew facilities?
