assume the ESU has a higher defense tax, and NAC spends more of their defense
budget on ground forces.

As I recall, I figured NSL has around 180K NPV, so the OU would have something
like 35K points. And NAC would have 875K, which is enough for
about 2500 heavy cruisers, which sounds like a lot--something like 12-15
OU's might be more palatable.

The range between the low an high averages gives quite a bit of room for
people to do what they desire. I can only hope the chart will be of some value
to those who are still designing fleets.
