Did Jon T. happen to state in FB2 that Human P-Torps no longer need a
dedicated FCS as he did on this list last year?

No. AFAIK it is officially approved (unless Jon has changed his mind
since without telling us), but since the P-torp is a *human* weapon it
seems more appropriate to publish that modification in FB3 <g>
