[FT] Hull and armour

I've always considered hull and armour repairs to be beyond the scope of
battlefield repairs.

In fact, I've often considered that ability to be an interesting wrinkle for a
future race, though I'm assured that's a very nasty ability to give a
race.  Very hard to balance design-wise, I'm told.
