Its not undefined as such, there is no advantage for heavy fighters against
Class 1 beams.

The Heavy Fighter gets the extra protection because its better armoured than
the standard. The class 1 beam however is a big gun so I don't think the
heavy's protection advantage really makes much difference if it hit it.

As an analogy:-

A 5 inch naval shell would take out the most heavily protected aircraft (if it
hit it),
while a goal-keeper PDS might not.
