My interpretation is no, it only to applies ships. Fighters are not classed as
ships as ships have separate turn phases to fighters and a whole bunch of
other rules that make the difference obvious. However if you background allows
it then apply the usual house rule paradigm.

One example of when you might justify this could be a group of normal fighters
(or interceptors) escorting a group of torpedo fighters. Allowing them the
screening function could be justifiable.
