While terribly effective, the THOR satellites had coverage problems as they
were in a low orbit (altitude of between 90 and 135 km [RL had a fondness for
game scales]). Time on target was four minutes (arrived second turn after
requested). THOR hits had a tendency to distinctly impede the efficient
operation of the target but seldom destroyed it. Grav vehicles are terribly
expensive, so they are crammed full of internal ballistic protection to limit
the result of a penetration.
