Is this realistic? You may not know exactly how much you'll get but I wouldn't
expect tax revenue to vary that much.

I like the Special Ops Teams but think you should have to buy normal troops
first, to recruit your SpecOps troops from.

Yeah, it is sort of small, but that makes it dovetail into the FT related
troop rules really nicely.

Actually, I think that it does. The US budgetary surplus right now is because
of an unexpected tax windfall (along with the general economy). Russia's tax
income depends greatly on how much the taxed feel like paying (the big boys
that is), and how "stern" the government is willing to be with them.

think that the spirit of the rule should be evident.

Possibly, but we're dealing with abstracts here, and I think the eventual
result from making it a two step process would be similar to the one step way,
but only adding complexity.
